The Research Of Countermeasure About Development Of Countryside Urbanization In Hainan Province

The urbanization is essential way to accelerate the development of countryside, the modernization of agriculture and the transform from farmer to citizens.It is also the only way to obtain sustained development of economy and society. The function -change of"three agriculture"problem in present development of economy , the ultimate completion of harmonious society, must all depend upon the smooth promotion of the countryside urbanization.Pushing the process of countryside urbanization becomes the essential way of addressing"three agriculture"problem.Since the fifteenth National People's Congress of Communist Party , the state of china has been paying more attention to the problems facing China's agriculture, rural areas and farmers day by day, initiates vigorously resolving"three agriculture"problem through pushing the process of countryside urbanization. In the report of the Seventeenth National Congress,there are 12 points referred to the"three agriculture"issues as well as unified development of city and countryside.As a big agriculture province,Hainan responded to the country avocations positively and started to promote the construction of countryside urbanization construction at the end of last century ,has been constructed village of ecological and civilization ,and got marked achievement.In 2000, the level of urbanization in rural areas has beyond 3 percentage points on the average level of our country.But facing the achievement, we must recognize that the high level have not peered with the high quality.On the whole, countryside urbanization in Hainan province shows a high level and low-quality feature. Meanwhile, there are some other problems in the process of countryside urbanization, such as overlapping functions between cities and towns, scattered resources, small -scale central cities weak in strength, the slow development of county economy,a lack of motive force to the development of urbanization,inflexible management system of urban construction ,a lack of dynamism of urbanization,less foreign investment enterprises and etc.Those hinder economic and social progress to some extent and are also not constructive to build a green, open, civilized and harmonious province.How to resolve the above problems? After making many field investigations about the situation of countryside urbanization and a series of analysis, combined with the typical examples at home and aboard,I put forward several specific development principles and measures of construction with an expectation of doing good to the countryside urbanization in Hainan . The main principles are agriculture-oriented, market-driven, in line with local conditions, green development, extensively learning, countermeasures have following aspects: First, unified plan the construction of city and towns; Second , develop central cities; Third , develop characteristics county economic, in order to provide impetus to rural urbanization; Fourth, creating an international tourist island as an opportunity to develop rural tourism; Fifth, deepen the structural reform, eliminate the man-made obstacles in urbanization; Sixth, increase financial input and speed up the construction of infrastructure; Seventh, pay more attention education and technical training for rural urbanization; Eighth, implement preferential policies to attract domestic and foreign capital.
