The Plight Of Policy Implementation To Develop Rural Specialized Cooperative Economic Organizations

At present, the internal and external environment that China's agricultural economy faces has changed dramatically. The basic contradictions in the agricultural economy has been developed for small holder production and the market economy contradiction. How to adapt to the requirements of market economy looking for agricultural production systems and organizational innovation, the liberation of productive forces in rural areas has become a most pressing problem.Governments at all levels attach great importance to rural specialized cooperative economic organizations' development, however, because of the development of a comparatively short time, there are various questions in the implementation. This article take Juangcheng as an example, we use the syetem model of public police implementation to analysis the example.finally,we propose the rationalization proposal.This paper is divided into four sections. The first part is mainly the National Farmer specialized cooperative economic organizations, as well as an overview of the development of Juancheng' cooperative economic organizations. And why we select Juancheng as an example. From the second part to the fifth part is the focus of this paper,that mainly use the the system model of public policy to analysis the policy implementation difficulties in Juancheng.From the policy text, the main policy implementation, policy target groups, the social environment four months to analyze the process of policy implementation. After analysis, drawing on experience across the country, we want to find the suitable countermeasures. Optimize the implementation ofpolicies to improve policies,improvethepolicytext,strengthen supervision and inter-organizational communication, improve the quality of local farmers and the the main policy implementation. We expect the adoption of these measures can effectively improve the implementation of the Government's policy to promote the development of rural specialized cooperative economic organizations .
