With the deepening of China’s reform and opening up, the market economic system is improving constantly. small-scale production become increasingly unsuited to the requirements of market economy. In order to enlarge the rural development and enrich the farmers, the degree of organization is required to improve urgently. Then the rural specialized cooperative economic organizations came into being.Rural specialized cooperative economic organizations is formed by farmers which voluntarily joined together in accordance with the law and not for profit. The organization implement principle of the private, people management, people benefit principle and provide its members with the production and management services. After1990s, government tried to reorganize the farmers through professional cooperative economic organizations for industrialization, marketization, socialization of agricultural production. This article study on the rural cooperative economy organization from the perspective of public management which treat as an important management carrier and a bridge and link between government and farmers. Then defined the concept of rural professional cooperative economic organization and explained the operation mode of village specialized cooperation economy organization in connection with the reality of Quzhou city. At the same time, recalled the evolution of rural specialized cooperative economic organizations in China, and in-depth analysis of the current situation of rural professional cooperative economic organization in Quzhou city. And then raised the issue of existence, finally focused on the developing countermeasures of rural professional cooperative economic organization.
