As the saying goes,"Food is the first necessity of the people", China is a major grain producer as well as a major grain consumer. With a population of more than 1.3 billion, it is a big challenge for China to slove the problem of feeding so many people. In recent years the grain prices on the international market and our domestic market have been on the advance, but different with the international market,the grain price that rising on the domestic market is reasonable and recovery ,it is also under our control. However, as a country with a large population and weak agricultural foundation, with the increasing population and the continuous reduction of arable land, food security in particular the regional food security still have some hidden dangers.Because of the unbalanced distribution of China's grain production,in order to have complementary advantages ,it is essential for the grain-producing areas and the the main sales areas to cooperate on the grain production and marketing.It has made great progress in exploring China's grain production and marketing co-operation these years,but the mechanism of the cooperation has not completely formed yet and still have many problems.This paper first introduces the food supply and demand present situation of Nanjing and analyses the characteristics and existing issues of food security,taking Nanjing as a example to discuss the necessity of food production and marketing cooperation. In recent years, as a main grain purchaser, Nanjing has got some achievment in protecting local food production, the decline in food production has been stopped and the grain growing area and output have increased slightly, but a far cry from the increase in food demand so the gap between production and demand increases each year and the continues to increase as the population has been increasing.Next, this article analyses the benefit orientation of different participation main bodies,which are Local authorities, the grain enterprises, the grain producers and the grain consumers. according to different relationships among the participation main bodies,this paper introduces the relatively successful grain production and marketing cooperation patterns by classification and analyses the question which existed in the production and marketing cooperation of each participation main body.Once more, this article analyses the failure cause of grain production and marketing cooperation used the game model and the principal-agent theory and come to a conclusion that the contradiction between the individual benefit maximization pursue and the collective interests maximization of production and marketing areas which related for the principal-agent is the basic reason of the cooperation failure. But once both sides establish the long-term buying and selling cooperation, they will form redundant gambling relationships, both sides will give up the opportunism behavior and chose to obtains the long-term benefit through the cooperation.Finally, this article analyses the mechanism and principle to establish the long-term grain production and marketing cooperation, and under the present grain circulation mechanism,this paper intends to bring in some measures for production and marketing cooperation's each participation according to the questions that existed in the cooperation to restraint and encourage each participation main body to participate in the long-term production and marketing cooperation, and has carried on the attempt to the new grain production and marketing cooperation mechanism's construction.This article research is helpful in understanding the present situation of our country's production and marketing cooperation and the production and marketing cooperation defeat's reason, in addition, experimental constructing the new pattern of the grain production and marketing cooperation also helps regarding rich and the perfect our country's grain production and marketing pattern.
