Sichuan province is a typical example of a major agricultural province. The rural areas is the focus and difficult of the well-off society in Sichuan province. With the construction of Sichuan's well-off society, how to increase the income of the farmers, which is a major economic and social development issues. Though the 30 years of reform and opening- up, the income of farmers in Sichuan markedly improved. The per capita net income which isl27.1yuan in 1978 reached 4121 yuan in 2008. The per capita net income gain An increase of 31 times(without the price factor). Sichuan's per capita net income of rural residents is lower than the national average and Sichuan urban residents per capita disposable income. the income gap between urban and rural areas in Sichuan Province have shown a further widening trend. Sichuan "three rural" work subjected to a variety of adverse factors in 2008. As a major agricultural province and major labor exporting province, Sichuan Province experienced a very difficult situation unprecedented. "5·12 " Wenchuan large earthquake led to 270 billion yuan of economic losses in rural areas. The continued spread of the current international financial crisis leads to the negative impact of China's economy increasingly, which influence the Sichuan labor economy seriously. the situation of increasing the farmer's income is not optimistic in 2009.The facetors which restrict the farmer's income increasing still exist.This paper which takes Sichuan prvince as an example adopt several Methods,for example the combination of Qualitative and quantitative research, Questionnaire survey, data analysis, and so on. Firstly, through packing up the data from past years "China Statistical Yearbook" and past years" Statistical Yearbook of Sichuan", the text analyse the per capita net income of rural residents of Sichuan changes among the 30 years of reform and opening-up. The per capita net income of rural residents of Sichuan compared with the national average and Sichuan urban residents per capita disposable income, which is lower than the national average and Sichuan urban residents per capita disposable income. the income gap between urban and rural areas in Sichuan Province have shown a further widening trend. Through analysing the source of rural residents' income, Sichuan's per capita net income of rural residents rely mainly on operating income families. The growth in Wage income is deficient, which need to be further enhanced. Although the development of property income faster than others, comparing with the national average (3.1%), there is still more room for development. Secondly, through learning the research of the past scholars, designing the questionaire, and taking 317 household questionaires from Chengdu, Deyang, Mianyang, Ya'an, Guangyuan, Guangan, Panzhihua, Xichang, Dazhou, Zigong, Leshan and other regions as a swatch. the paper analyses the constraints of increasing the farmer's income by the quantitative analysis. The result of the study is that the educational level of farmers, age, health status, distance from the nearest town, rural infrastructure and policy factors significant impact on increasing the farmers' income. The more favorable policies, the younger farmers, the healthier the body, the more rural infrastructure improved, the higher level of education, as well as the distance from the cities and towns to increase the closer to the farmers role in promoting stronger. Finally, through the above analysis, the paper makes some recommendations, such as increasing farmers income support for the policy,strengthening the educational investment, strengthening the countryside infrastructural facilities and carrying out the countryside medical service cooperative system.
