The driving force research of Land use/cover change is the core of Land use/cover change research. Because different types of land-using conflicts are obvious in Poyang Lake Region, this research is practical needs to promote the rational land use, to protect national food security and build Poyang Lake Ecological Economic Zone. First of all, the natural and social factors working on farmers'decision-making are been analyzed based on field surveys and data, the reasons for the circulation and abandonment of arable land in Poyang Lake Region are been extracted for building the Land-use model based on farmers'behavior. Then change of circulation and abandonment of arable land would be observed, if households'farming behavior would be change in different simulation scenarios under. At last qualitative assessment of the effect about nation's food subsidy policy and land transfer policy will be given.Land use change in Poyang Lake Region is been influenced by some driving factor such as population, labor, economy development, agricultural production effectiveness, nation policy. Farmer household is the most basic unit of land use; farmer has diversified land use patterns in agricultural production. Based on analysis of farmers'education, occupation and place of work, the significant different decision-making in agricultural production can be found among different trait farmer households. Different decision-making ability and the quality of family members influence land use of farmers, and then influence change of LUCC.In face of population growth and pressure on arable land resource, most of farmer households consider arable land's function is life safeguard and arable land is never been given up as life root. Although the proceeds of grain production was not apparent and grain production is under risks of natural disasters at any moment, Farmers are unwilling to increase investment to expand production after elementary food demand is fulfilled and a few agricultural income are obtained. Therefore, in case agricultural production encountered beat from market or nature risks, vulnerability of agricultural production will appear and result in circulation and abandonment of arable land. The number of labor in rural areas is declining and its education level is getting higher, labor Engaged in agricultural production in rural area would be getting less and old folks supported by their next generation would be getting more. in the next two decades, most young people working in the city and a small number farming can in rural area be foreseen, a large number of old folks be unable to work and supported by their next generation simultaneously exist in rural area, the dependency burden of households will further increase and the embarrassment of no one farming situation will also show because of lack of labor.Simulation running of model built on CAS theory by ABM software has indicated that free land circulation is helpful to reduce abandonment of arable land under above situation and suitable food subsidy policy has a positive role in guiding of making full use of arable land. To achieve the sustainable development of land-use, it is necessary that correct national policies lead to farmers to suitably make decision on land management. How to formulate relevant policies about promoting sustainable land use in Poyang Lake Region are been recommended in this paper.
