Despite the erupting of financial crisis in America in the second half of 2007, global FDI enthusiasm soared with economic globalizing and integrating. The total amount of global FDI in 2007 increased by 30% and the new level of FDI was reached in China. As the important element of"Going-out"strategy, agriculture is working on now, but can not get along with the pace of"Going-out"strategy. In 2008, China made FDI about 52.15 billion dollars in the world, and the amount of non-financial FDI reached 40.65 billion dollars which increased by 63.6 percents than last year. But the agricultural FDI only accounted for about 1%.Of the reasons that make agricultural"Going-out"relatively slow, the macroeconomic aspect is primary in my mind, especially fiscal and revenue policies and other services. Therefore, how to accelerate the agricultural"Going-out"efficiently and steadily is the key point in long time.In the paper, I will introduce some theories on"Going-out"primarily, and conclude the instruction. Then, set the questions by expound the status of"Going-out". Further more give the geographical options and operational ways by the successful experience from American agriculture and analyzing domestic and foreign macro economical investment situations. In the end, I will give the policy advice and hope to make a little help on agricultural"Going-out".
