With the continuous close of the well-to-do society in 2020,our country's poverty alleviation task has become even more arduous.By the end of 2017,there are still 30.46 million poor people in China.Poverty is still a “short board” for building a well-to-do society.As an effective means of managing agricultural risks,policy-based agricultural insurance can play an important role in ensuring the stability of agricultural production and farmers' lives.However,given the special nature of policy-based agricultural insurance,China's policy-based agricultural insurance has not been able to proceed smoothly without financial subsidies.After implementing the policy-based agricultural insurance subsidy policy in 2007,the policy-oriented agricultural insurance market in China began to be on the right track.As a poverty alleviation measure,China's policy agricultural insurance plays a role in stabilizing the agricultural economy and peasants' income.But in reality,does policy agricultural insurance play its due role in reducing poverty? And because there are significant regional differences in factors such as the level of economic development or the natural environment among various regions in China,will poverty alleviation of policy-based agricultural insurance vary between different regions? If there is such a difference,how should the policy-based agricultural insurance subsidy policy be improved to increase the poverty reduction effect of policy-based agricultural insurance? In order to study and analyze these problems,we must conduct a comprehensive and comprehensive qualitative and quantitative analysis of China's policy-based agricultural insurance poverty reduction mechanism and policy-based agricultural insurance to reduce poverty.Based on the anti-poverty theory and policy-based theory of agricultural insurance benefits and benefits,this article incorporates policy-based agricultural insurance into the framework of poverty alleviation,and evaluates policy-based agricultural insurance on the effects of economic growth and income distribution on poverty reduction.It is policy-oriented.An Innovation of Research Framework for Poverty Reduction Effect of Agricultural Insurance.Compared with the existing literature,this paper pays more attention to the regional differences in poverty reduction effect of policy-based agricultural insurance,and provides a new research direction for related research in the future.The purpose of this paper is to analyze and research the poverty reduction effect of China's policy-based agricultural insurance at the national level and in the eastern,central and western regions under the current development level of China's policy-oriented agricultural insurance,and further propose more targeted The policy optimization opinions,and give full play to the role of policy-based agricultural insurance in reducing farmers' poverty levels and narrowing the urban-rural income gap.This paper is divided into six chapters.The first chapter is the introduction part.It briefly describes the research background and research significance of the paper.It combs the domestic and foreign research literature related to this article and gives a review,as well as the research content,ideas and methods of this article.,and possible innovations and shortcomings.Subsequently,the second chapter of this article defines and explains the related concepts and theories.Then,in the third chapter,the mechanism of poverty reduction of policy-oriented agricultural insurance in terms of economic growth and income distribution is elaborated.The fourth chapter analyzes and explains the current situation and existing problems of China's policy-oriented agricultural insurance.Then,according to the contents of the second and third chapters,in the fifth chapter,we empirically test the poverty reduction effects of China's policy-based agricultural insurance in terms of economic growth and income distribution,and draw an effective empirical analysis.Finally,the sixth chapter of this paper mainly summarizes the conclusions of empirical analysis,and combines the analysis results to put forward a reasonable advice on policy-based agricultural insurance subsidy policy optimization.The results of the study indicate that: First,the empirical results of policy-based agricultural insurance impacts on the poverty reduction effect of the agricultural economy show that no matter whether it is in the whole country or in the three regions of East,Central and West,policy agricultural insurance in China has failed to play an important role in promoting the agricultural economy.The poverty reduction effect of development.Nationwide,the elasticity coefficient of the development level of policy-based agricultural insurance for agricultural economic development is-0.0198,and that of the eastern,central,and western regions is-0.0190,-0.0034,and-0.0253,respectively.This shows that China's policy-based agricultural insurance has been hindered by the poverty reduction function of promoting rural economic development.Second,the empirical results of policy-based agricultural insurance affecting the income level of farmers show that policy-based agricultural insurance in China can play a role in alleviating poverty in rural areas,whether in the whole country or in the three regions of East,Central and West.Nationally,the elasticity coefficient of policy-based agricultural insurance development level for per capita disposable income of farmers is 0.069,and the eastern,central and western regions are 0.090,0.079,and 0.078,respectively.It can be seen that the role of policy agricultural insurance in the eastern region in increasing farmers' income is greater than in the central and western regions.
