The coal resource is non-renewable and exhausts Resources assets, and it plays an important strategic role in development of national economy construction. The coal construction projects as the basic industries of the national economy in China's modernization have a very important role. It is not only our country energy important component, but also is the human sustainable development essential resources. Therefore, it is necessary to carry on economic benefits post-evaluation for the coal construction projects.Based on Analysis of the large number of research at home and abroad, this paper has systematically studied the economic benefits Post-Evaluation Theory and Methods. After analysis of the original economic benefits Post-Evaluation system found that is only rests on construction projects, It has not considered the ton coal cost and it is non-renewable resource .In addition, the loss of coal resources are not still taken into consideration. Therefore, after consideration the coal resource mining characteristic, ton coal cost and Resource recovery rate were added, it makes the original indicator system to be more systematic and perfect. Combination of grey theory basic research, through new establishment indicator system and its own characteristic, Coal construction projects will be cost-effective indicators is divided into an "ideal cost-effective" positive indicators and "negative ideal cost-effective" negative indicators,and has established economic benefits post-evaluation model based on grey theory though the least squares method. Finally, the model will be applied in the example, after analysis, verify the model to improve the assessment more objective, accurate and reasonable.
