As the surging economy and urbanization progress, rural migrant workers which are the unique phenomenon in China are being followed by more and more people. They have left rural areas, earning their life by doing jobs in cities, but flow among different cities and between rural and urban areas. Therefore, their social welfare becomes the hottest issue regarded by centural and local government, as well as domestic academic fields. Pension is given emphasis the most since it’s not like industrial injury insurance or healthcare in which payment would be paid immediately. It has time interval which might last30to40years. As a result, problems like fees-paying and transfer might be caused. In addition, the identity and personal traits of migrant workers such as education and income level differentiate from those of city workers; there mental expectation and demands are also different. For example, most migrant workers are inclined to use their money right now instead of invest the future. Thus, it is crucial for China to design a unique mode for migrant workers’pension system. Of course, it’s difficult too.This thesis divides the title into two main categories-system factors and not-system factors. It analysize the past and ongoing policies and system existing in Jinan as well as China in order to analyze the system factor, find their posotive and negative effects on this issue. Regarding the un-system factors, this thesis breaks it down to personal subjective willing and company factors, then get results&conclusion based on positive analysis, and finally give some suggestions.This research has5parts in total. Part1introduces the meaning of theme chosen, defines related terms including pension, city migrant workers, cash and cumulative basis accounting, defined benefit and defined contribution; part1also reviews existing domestic and international references, delivers researching logic which includes aims, framework, hypothesis, research methods and data sources and innovation as well as flaws.Part2analyzes each past pension mode before2009, in the way of local, centrual government and Jinan. It firstly summarizes traits of each system mode, then define conditions for each mode and their advantages and shortcomings.Part3is the analysis on the policies and system since2010. This part will find their posotive and negative effects on this issue, focusing on the transfer of pension relationship.Part4is the positive analysis on transferring, subjective willing and company factors. It will describe sample, choose and conceptualize variables, articulate methods and establish multiple models. Then get prel iminary results and final conclusion on the basis of part3and results in part4.Finally, Part5gives the ordered advices to the point.Regarding to the data sourcing, the first-hand data comes from the author’s field researching by delivering and getting2123effective questionnaires, as well as interviews with staff in local governments. The second-hand data comes from existing domestic and international researches.
