In recent years, large-scale of public emergency occurred frequently.Such as the crisis of SARS,the tsunami of Indian Ocean,the snowstorm disaster ,the earthquake of Wenchuan and so on, all of these disasters caused gigantic loses,and gave sad memories to people. Due to the high-speed development of modern society, the social problems about population, resource, environment and public sanitation burst out frequently and seem to be more dangerous and its influence are much wider than before. At present, China is in a crucial period of development, and this moment is also full of contradictions. Public emergency maybe enlarged and make more losses since the process of urbanization is hurrying up. When dealed with public emergency, the emergency logistic have to be established, so that the emergency material can be supplied abundantly, and the influence of public emergency can be controlled in the smallest scales,or else the emergency may become tragedy. So that the emergency logistic is established when the emergency broke out could render the bailout materials be delivered to the spots rapidly, which would have an effect upon the outcomes of the whole succor.In this paper, the design of emergency logistic system and a critical question of emergency logistic, which called the model of emergency material dispatching was researched. By analyzing the purpose,difference and the constraints of emergency logistic, a system of emergeney logistic was created to cope with the special surroundings of emergency. Based on the summarization of constraints of relief commodity transportation conduced by emergency,a three-tier model of emergency material dispatching was set. A system of emergeney logistic was constituted in this paper for ernergency personnel who can get directions about how to quickly, effectively and reliably make out a project of emergency material dispatching in a complicated surroundings.The main topics in this paper are as following:(1) From the characteristics of emergency logistic, the attributes and the aims of emergeney logistic was sumrnarized. The structure of a emergency logistic system was explained, meanwhile the analysis and design of the operate flow of a emergency logistic system was finished. The importance of emergency material dispatching was described, then the differences between emergency material dispatching and commodity dispatching was researched, and the flow chart of emergency material dispatching was constructed.(2) A three-tier emergency material dispatching problem was researched. At first, the connections and differences of this problem and the VRP, the transportation problems and other emergency material dispatching problems were explained. Secondly, the constraints of the problem was described, and the nonlinear programming model was set. Then illustrative example is presented to show the effectiveness of the proposed model. By comparing the results of the model under different emergency time, some laws were found. These laws can be refered in solving the similar problems, and the result can also be useful in solving emergency material dispatching problems.By studying the propositions mentioned above, the personnel who safeguard the emergency material could be assisted to construct a system of emergency logistic system effectively to guarantee supplying emergency material, the best project of emergency material dispatching can be set, then useful and effective deciding model can be used in relieving the calamity bursting out abruptly .So the demand for emergency material could be satisfied at the best times,the shock that the public emergency present to the social normal order could be in control,the casualty of personnel and the lost caused by the public emergency could be lessened.
