Oil is a special kind of natural resources, which is also an important energy for national economic development. Oil industry has been rapid developed in our country and has provided effective guarantee for economic development. Meanwhile, the exploitation of oil has also caused severe environmental effects so that oil industry has changed from being a driver to a constraint for economic development. Therefore, it is very important for sustainable development of China's oil industry and building a harmonious society to divide different stages of oil development and propose national sustainable development strategies for the development of economy, environment and resources. The life cycle assessment of oil production can identify key areas that bring issues related to energy consumption and environmental pollution of oil production, which have an important effect for oil sustainable use and environment improvement. First, this study does the quantitative analysis for energy consumption and environmental impact of the oil production process, and then proposes the strategy on the basis of analyzing the characteristics of different stages of oil production in order to provide some suggestions for China's oil sustainable development.On the basis of analyzing both domestic and international developments of oil industry and reviewing the relative literature, this study chooses the life-cycle assessment to evaluate the environmental impacts of oil products based on the characteristics of oil products. At the same time, it makes the life-cycle assessment for two typical petroleum products - gasoline and ethylene based on the 2007 related data and analyzes the integrated contribution to social development in accordance with a comprehensive contribution model. Through the introduction of ecological modernization theory, dividing different stages of oil sustainable development according to the characteristics, and using the mathematical model to integrate economic, environmental and resource factors, this study proposes targeted policies and measures for the oil industry so as to achieve the Harmony and win-win situation of environment, resources and economy.From the short-term development perspective, the sustainable utilization of oil resources should consider both resources conservation and technological advancement. With adopting the newest technology industry as the core and setting the goals of low power consumption and high efficiency for enterprises, some support policies should be introduced and the enthusiasm of enterprises could be motivated, so the mode of China's oil economy could promote the sustainable development of economy. From the long-term development perspective, it should considere the alternative sources for oil. Oil resources can be replaced by wind, solar and other energy sources. Therefore, it should adjust the ratio of energy consumption. For instance, it should use more coal and natural gas, develop more clean energy or reduce the consumption of non-renewable resources.
