Study On The Selecting Model Of Industry Enterprises Energy-Saving Policy Tools

In recent years the energy security problem becomes the focus of the national life and even the entire society day by day, and becomes the hidden danger of China strategy security and the bottleneck of restricting economic and society sustainable development. Therefore, the Chinese government has list the energy-saving work as basic state policy, and puts it in the more prominent strategic position, to speed up the construction of resource-saving and environment-friendly society. As the main entity of energy consumption, the industrial enterprise has a great energy-saving potential and benefits of economic and society. However, the current energy policy does not give prominence to the regulation and guidance of the industrial enterprises energy-saving, which is inconsistent for the strategic position and great energy-saving potential of industrial enterprises, and can not adapt to China's current economic growth patterns and industrial energy management status . At the same time, the current energy-saving policies are fragmented and focused on specific policies, which ignore the level of the tool. And- the choice dimensions are limited, resulting in the risk of the uncertainty of policy selection and implementation, greatly reducing the effectiveness of the implementation of China's energy-saving policy.Therefore, this article takes the selection process of the energy-saving policy point of view, combining with policy science and management decision-making theory, using Analytic Hierarchy Process(AHP) to build up the energy-saving policy tool selecting model for China's industrial enterprises, and combining with China's energy consumption environment for applied analysis, and carrying on the applied analysis for our country energy consumption environment. The research mainly includes:(1) Based on the existing policy tool theory literature, it has redefined the policy instruments and divided into Command-control, economic incentive-based and voluntary based tools. Through the analysis of the current policy tool selection model status and disadvantages, we find that it must use the mathematics decision method to conduct the analysis and the policy selecting.(2) Through the comparative analysis of the international and the domestic energy conservation policy tool's application and the development, it obtains the existence question of our country conserving energy. To address the problem, based on the theory of AHP, it analyses China's energy policy objectives, assigns the characteristics of various types of policy instruments, and builds the judgment matrix and the energy-saving policy tool selecting model finally.(3) Through the application and confirmation research of the model, it chooses the energy-saving policy tools combined mode for the industrial enterprises.
