The regional economic growth of Liaoning province mainly depends on energy exhaustion. In a long time, the industrial development of Liaoning province has mainly been promoted by the increased factors of production, and the industrial process of Liaoning province has also shown high input, high exhaustion, high pollution and low efficiency, resulting in increasing energy and environmental problems. As to change industrial development mode from the high-energy exhaustion type to the energy saving type, it needs to reduce energy exhaustion."A comprehensive program of energy saving and emission reduction of Liaoning province" had been promulgated on August 4, 2008. And the goal of energy exhaustion has been clearly put forward, which is that GDP energy exhaustion integrity will be dropped to 1.46 tons of standard coal and industrial added value energy exhaustion integrity will be dropped to 2.33 tons of standard coal. However, the industry is the traditional advantage in Liaoning province, and the rapid development of Liaoning province has been promoted by the industry. Therefore, the research on how to guarantee certain economic growth through the adjustment of industrial structure, especially the industrial internal structure adjustment to realize the target becomes the key work.By the analysis on energy exhaustion in Liaoning province, it can be seen that, industrial energy efficiency plays an important role in reducing energy exhaustion intensity. But when the technology reaches certain level and the industrial energy efficiency gets the limit, the reasonable adjustment of industrial structure to save energy and reduce energy exhaustion becomes the main way. Therefore, research on optimization of industrial structure in Liaoning province based on energy exhaustion is the most fundamental way to save energy.In the paper, the dynamic input-output approach can be used to build the multi-objective programming model, whose objective function is energy saving and economic growth, with the dynamic balance constraints between input and output, between import and export trade balance condition for the sustainable development. In solving the model, it can be set a neutral program that energy saving and economic growth is equally important, and then studied the adjustment strategy. In the simulation of the multi-objective programming model, it can be fixed the direct exhaustion coefficient matrix and calculated the investment coefficient matrix, and resolved the data issues. Using the Lingo software to solve the model, Optimization results show that after the industrial structural adjustment, the change of energy exhaustion in 2008 is 40,085,600 tons of standard coal, the change of energy exhaustion in 2009 is 52,408,600 tons of standard coal, the change of energy exhaustion in 2010 is 66,116,800 tons of standard coal. It reaches the planning objective and requirements of Eleventh Five-Year in Liaoning Province. Finally, based on analysis of the industrial structure in Liaoning province, some policy recommendations are proposed.
