Innovation is the foundation of establishing enterprise brand awareness, the key to enhancing national competitiveness, accordingly laying down innovation strategies and policies for specific regions have been new functions and duties of modern government. From the beginning, based on a current document retrieval and research, the article retrospects and analyses a technical innovation main body, innovating impetus element and innovation policies. Then it sums up three foundamental modes including "institution-driving mode", "market-driving mode" and "innovation capability-driving mode" through a research of governmental innovation policy from institution environment, market environment and innovation capability. Finally, after the comparison of different innovation modes from other nations, a conclusion of different conditions those different innovation modes are accustomed to is reached.Through the research above, conclusions are drawn as follow:To promote the development of Innovation activities with instituions requires an impressive legislation awareness especially in intellectual property rights protection which doesn't only take good care of our own production but also avoid violating others' achievements thus inspire people's creation and a definite establishment of government to interfere markets To promote the development of Innovation activities with marketing environment requires well-developed mechanism, mature financial market and developed e-commerce. To promote the development of Innovation activities with innovating capability requires an accurate innovation awareness of enterprises and efficient innovation service agencies.
