| The international competition after all is the competition of scientific and technological strength. The technical progress has two ways. One is independent innovation and the other is introduction-imitation-re-innovation which is proved to be the most effective way the developing countries adopted to pursue the developed countries.The technology import mode has changed a lot since the new China established. From the hard technology including production equipment, key equipment, production line to soft technology including technology transfer, technology licensing, technology consulting, technology service, the importation of computer software and trademark licensing and then FDI after the reform and opening-up. The different technology import mode promotes the technical progress in various degrees. It is stressed that the technology import modes are never alone but interlaced. But only one mode is predominant at different stage. The transformation of the technology import mode is not only for the reason of politics but also the result of optimizing the import mode to raise the efficiency of technology import. When we place constructing a creative country as one of our national strategies, the technology import mode takes a new change. The soft technology imported is increasing fast but the hard is decreasing and the technology imported through FDI maintained at a low level.Combine the Current situation of our technology importation and the circumstance of constructing a creative country, we can not stop thinking that whether different technology import modes have different influences on the capability of our technology innovation. Does the soft technology have more positive effect on the innovation capability than the hard technology and the FDI? The research made it as the hypothesis and established a time series model to get the answer. The sample is from1987to2007. The explaining variables are the contract value of various technology import modes every year, the R&D input every year and the research personnel input every year. The explained variable representing the technology innovation level is the amount of patent application every year. Each variable takes the logarithm in the model which is finite distributed lag.According to the demonstration, the capability of technology innovation relies on the research and development spending and the input of research personnel. Different technology import modes effects the innovation capability at different directions, degrees and time lags. The soft technology has strong timely positive influence on the innovation capability when the hard technology has weak negative influence. The way of import technology through FDI has almost no influence on the innovation capability.Analysis the results of demonstration with the relative theories, the soft technology has timely effect when the hard technology and the FDI has lagged effect on the innovation capability. The soft technology imported can promote the innovation capability via promoting the R&D expending. The hard technology has weak negative effect on the innovation capability because it is based on the short term financial returns but not the long term development and it may cause the inertia of corporation’s innovation. The FDI has two-side effects on the innovation capability. The positive side includes competition effect on the opponents, demonstration effect on the upstream and downstream businesses and technology spillover. The negative side includes the crowding out effect on the local opponents, core technology kept in secret strictly and the brain drain caused by the high salary offered by the multinational corporations. Combined the positive and negative effects, the complex influence may be not significant.The meaning of this research is to find the influence direction and force of different technology import modes on our country’s technology innovation capability. It will provide an important reference value to the option of technology import mode in our country. |
