Research On China’s Urban Housing Security System

"Education, employment, medical services, a sense of security, and housing" is an important part of the grand blueprint of the harmonious socialist society." To live here, refers to the housing, the housing as a necessity for one of the highest political meaning is to safeguard the basic human rights and dignity. Housing problems, however, are the general problems facing the world. In China, the social differentiation after the reform and opening up has led to the prominence of low and middle-income groups, which is particularly evident in the city. Low and middle income people of cities face many problems. Housing problems are especially worthy of our attention. Establishing and improving the urban housing security system in the context of modernization, industrialization and urbanization, has great practical significance. It can compensate for the shortcomings and deficiencies of the market economy, stabilize the social order, narrow the gap between the rich and the poor and promote social justice. Affected by various factors, China’s housing security system is not perfect. Effective playing of the role of finance is the key to solving this problem. This paper provides a more systematic study of this issue.The body of the paper uses the background of the study as the starting point, then introduces the objective of the study, domestic and foreign research overview, the paper’s research methods and innovation. Then the paper details the concept of housing security, the content of housing security system, and theoretical basis of the public finance’s participation in the housing security. Then it described the history, present situation and existing problems of China’s housing security system, which states that there are four major problems of China’s housing security field. That is, the enthusiasm of the local government is not high, affordable housing is not "applicable", real estate taxes and costs are too heavy, and the legal system of housing security is not perfect. Then the paper analyzes the advanced experiences of the typical countries and regions. Then through combining with the reality of our country, we learn and draw inspiration from the comparative study of the United States, Singapore, Hong Kong. Lastly the paper puts forward five fiscal countermeasures to improve China’s housing security system. They are:giving priority to the Government’s finance, at the same time having the multi financing channel of housing security fund; improving the housing security system’s financial incentives; in accordance with the principle of property rights and powers to match a reasonable division of the central and local government finances; strengthening the management of the housing guarantee fund; improving the tax system of housing security.
