Study On Housing Security System Of Urban Low-income Groups

In recent years, housing prices are increasing sharply and housing problems of urban low-income groups gets more serious. Housing problem is not only related to the vital interests of the people, but also concerns about social stability. Housing security system is one of important contents of social welfare system. therefore, it is the responsibility and the duty of the government to solve housing problems and protect the rights of urban low-income groups.Housing security system for Urban low-income groups in our country is still necessary to improved . There are some deflection during the implementation. The effect of housing security are unsatisfactory. In Zhengzhou City, the economical affordable house system and low-rent house system are two main forms of housing security system. The housing problems of low-income groups have been solved to someextentsince housing welfare systerm established. However in the process of the implementation, there exists something implaced. For example, economical affordable houses are not economic,the beneficiaries of low-rent houses was not really low—income people , the migrant workers lack of the rights of housing security. Therefore, we need to re-examine housing security systems from various aspects and seek some good solutions to solve housing problems of urban low-income groups .In this paper, take Zhengzhou City as a case, the author does some research on the conditions of housing and incomes of low-income groups, and the migrant workers are included. Analyze the housing needs of low-income groups and the housing stress under the high housing price in Zhengzhou city. On the basis of the investations, at the same time, we learn from the housing welfare experience for urban low-income groups of developed countries and regions. According to the corresponding theories and currentimplementation of housing security system in our country, put forward some proposals to improve housing security system for urban low-incomes groups:tolegislate housing security, to strengthen monitoring the implementation of housing security policies, to ensure that the supply of housing is reasonable, to enlarge the scope of housing welfare, so that more housing problem of poor groups get be resolved.
