The Study On Hebei Industrial Development Mode Of Circular Economy

This thesis took the establishment of Hebei Province industrial circular economic type as the object of study, carried on a more objective evaluation and understanding to the current state of the Hebei Province industrial circular economic development through evaluation targets of circular economy such as resources consumption, wastes emissions etc. The thesis reflected that the development degree of Hebei Province industrial circular economy is very low at present and in the relative backward level in the nation; Widespread in the industry there are some problems such as lagging behind technology, the less ability of technological innovation, unreasonable industrial structure, product formation yet to be optimized and so on. On this basis, the thesis made a focus analysis on the present developed situations and the existence questions in the leading industries of Hebei Province such as iron and steel, petrochemical industry and chemical industry, building materials, machinery manufacturing and established the developed mode of industrial circular economy exploratory in these industries. The thesis proposed the protection mechanism of perfecting and improving the industrial recycling economy in the Hebei Province's future development. That is building the policy support system of promoting industry to cycle mode through formulating mandatory policies of the local laws and regulations, improving guidance policies in the development of industrial circular economy and establishing the encouraging policies of the industrial circular economy. Speed up the financial support of the circular industrial mode, promote the establishment of the circular industrial mode through building ecological and circular industrial parks, promote cleaner production in the enterprises'economic activities and form truly closed cycle in order to speed up the promotion of Hebei circular economy based on the implementation of platform structures.The paper regarded the latest data as far as possible as the basis of the study, and used theoretical studies of the establishment of industrial circular economy developed mode in the practice of the whole economic development building in Hebei Province through the grasp of the actual situation. This article seeks to achieve the effective combination of the theoretical study and the concrete practice to achieve the purpose of practical guidance. It also embody the important position of the industrial circular economy in building circular society to promote the improvement of the level and capability of sustainable development in Hebei Province.
