With the economic globalization and rapid development of science and technology, market competition becomes increasingly fierce. It's difficult for the organization to obtain competitive advantage with its limited resources and R & D capabilities in the highly competitive international market .Some organizations began to turn to an external perspective to seek cooperation with other organizations to carry out scientific and technological human resource sharing, to balance the supply and demand of their respective scientific and technological human resources. How to organize the rational use of human resources in science and technology to improve the sharing of efficiency and to solve unevenly distributed and shared scientific and technological human resources are an important issue. Therefore, the sharing of scientific and technological human resources to undertake is a study of great significance.The paper uses the literature analysis, survey research method, a combination of qualitative and quantitative methods. Firstly, overview the relevant literature and research trends and define the research object and research methods; secondly, from the perspective of social capital, put forward the concept of scientific and technological human resource sharing model, through a questionnaire survey, analyze the impact between social capital and scientific and technological human resources sharing . Again, build the science and technology human resource-sharing mechanisms which include communication mechanism, trust mechanisms and incentive mechanisms based on the empirical analysis; Finally, analyze the current situation of China's science and technology human resource-sharing and raise some options to resolve them,This paper argues that social capital and human resources for science and technology sharing exists positive impact, the higher scientific and technological human resources of social capital help to improve the efficiency of scientific and technological human resource sharing. Communication and trust is to connect science and technology human resource of social capital, and the relationship between science and technology human resource sharing as a bridge to help improve the scientific and technological human resources of social capital. Communication can strengthen the link between the scientific and technological human resource strength and density, and achieve a common vision and goals; the establishment of a trust relationship is conducive to lower transaction costs, improve cooperation efficiency and enhance the sense of identity among the scientific and technological human resources. Thus, under the principle of enhancing the scientific and technological human resource's social capital, the scientific and technological human resource sharing mechanism composed of communication mechanism, trust and incentive mechanisms .
