With the gradual strengthening of the dynamic and uncertain external environment, to carry out radical innovation has become the major issues facing today’s businesses and the focus of the majority of scholars.1990s, related research to flourish, However, due to the domestic research on radical innovation in a fledgling stage, the views are dispersed. This paper begin the research with the analysis of the factors of radical innovation, it is found that talent, knowledge and sharing are the most important factors in the process of radical innovation based on literature analysis.which is chosen to be a starting point. The concept of The sharing of scientific and technological human resources was proposed based on this point. The mathematical model of sharing of technology human resources do to radical innovation was establish based on the mathematical topology theory and the use of operator theory.Hypotheses was proposed based on analysis of existing literature, the supporting role models of The sharing of scientific and technological human resources do to radical innovation was established according to the study hypothesis. In this study, through the introduction of the shared mental model as an intermediary variable, a more comprehensive analysis of the supporting role of The sharing of scientific and technological human resources do to radical innovation was done. Relevant data was collected through the design of questionnaires, measure the three paths of those relations and factor loading through SPSS and LISREL statistical analysis tools, by the empirical analysis of209copies of questionnaires, this study reached the following conclusions:(1)The sharing of scientific and technological human resources has no direct effect on the process and results of radical innovation, but has indirect effects through the sharing of tacit knowledge structure.(2) The sharing of scientific and technological human resources has no direct impact on the sharing of value structure, but the value structure of meaning has indirect effects on the radical innovation process and results through the sharing of tacit knowledge (3) the results of radical innovation has a certain impact.on the radical innovation process...
