The Research Of Chinese Food Safety Risk Analysis Mechanism

In 2009, "Food Safety Law " has introduced the food safety risk analysis system. But the law has not told us how to implement this system. and we also has no detailed provisions. Therefore, how to implement the system of food safety risk analysis has become a major issue in front of the academic. Therefore we are urgently required to clear the following three issues:what is the legal basis for food safety risk analysis, who will carry out the food safety risk analysis and how to do this. But it is a pity that there is few articles build the domestic food safety risk analysis mechanism comprehensively and systematically. So in this article we will build up the overall framework of the mechanism on system building, institutional set-up and operation of the experiences and practices. By comparing the experiences and practices of European Union, the United States and Japan and other countries and analyzing the three aspects operation problems in China, we build our own food safety risk analysis mechanism.In this article, the author got the conclusion as follows:(1) In the system construction, we hope our country promulgate special laws on food safety risk analysis contains the subject of risk assessment, risk management, the main body of the main risk communication, risk assessment process, risk management process, risk communication process in order to provide a legal basis for operation of the mechanism.(2) At the institutional setting, in order to further ensure food safety risk analysis of the committee's independence, the article give the related recommendations on status, funding, authority, operating rules and the responsibilities. (3) In the operation of the risk analysis, the author build up a specific operation of the risk assessment, risk management and risk communication and make a new food safety risk analysis model, which provide a platform for interaction of risk assessment, risk management and risk communication.
