In order to standardize and promote rural collective construction land transfer,Based on the study of property rights theory, land rent and price theory, institutional change theory and land supply and demand theory,the paper does some research about the scope of Rural Collective Construction Land Transfer, transfer income distribution and its use for low-income housing by the use of theory and practice combination method and qualitative and quantitative analysis combination method.By making comparison on the definition of scope of Collective Construction Land Transfer between state and local laws and policies, the paper concludes that there is a big difference between them. Combination with the scope of Collective Construction Land Transfer at present, the paper made further analysis of it .By taking the data of two counties and one town land in the third round of use planning as an example and making quantitative analysis of it, it was concluded that the scope with no distinction between insiders and outsiders is twice to 3 times larger than that of outsiders, so that the scope needs to be further extended.Income distribution is the core of the Collective Construction Land Transfer. By summing up income distribution at present and its problem, comparing the income distribution system, combined with parts of the field survey results, the paper proposals that a reasonable income distribution mechanism must identify the principal part of income distribution and peasant economic collectives are the only subject. It must make a difference between primary distribution and redistribution. The ratio of redistribution should be based on the ratio of inputs. The distribution must take full account of the regional economic level and can,t engage across the board. It must take account of the interests of the state, collectives and peasant. At the same time, the government should change its role, establish and improve the tax payment and monitoring system to ensure distribution of transfer income fair and equitable.Current problem of urban housing is the imbalance of supply and demand of land. The Collective Construction Lad just can ease the problem, but the existing national and local policies and regulations are strictly prohibited in the Collective Construction Land for commercial housing development. Based on the analysis of advantages and disadvantages of collective construction land for commercial housing development, combined with three examples, the paper puts forward that it can be used for low-income housing under the condition of keeping collective ownership and government's Macro-economic Control at present. It may follow the principle of step by step in an orderly manner.
