With the industrialization and urbanization, the demand of land resource is increasing for the development of society and economy. It will accelerate the supply and demand contradiction of collective construction land. Rural collective construction land is the important part of our construction land, it plays a important role in the development of our society. From the perspective of land resource, the collective construction land transfer can not only alleviate the pressure of urban construction land, vitalize the stock of rural land, but also improve the use efficiency of rural land from a certain extent, and achieve the allocation of land resources in the end. On the other hand, from the perspective of rural development, the land transfer can release the vast potential value of collective construction land, bring the reasonable land property income to the peasants and open up a new way for the rural development. Based on these good aspects, the invisible market of collective construction land transfer have gradually formed in our country. In order to regulate this invisible market, our country have arranged Wuhu, Suzhou, Huzhou, Shunde and so on as the pilot areas of collective construction land transfer since2000.Through the pilot situation of collective construction land transfer, different pilot areas has different transfer pattern implementation process, and also the different transfer performance. Through the practice of these pilot areas, we can see the different kinds of transfer modes, transfer process and transfer outcome in these areas. It is important to summarize different practice and experience of collective construction land transfer, at the same time, it should introspect and improve the problems appeared in the process of collective construction land transfer.The paper elaborates related concepts and basic theory of collective construction land transfer. After that, the paper summarizes three transfer modes, including the Government-led mode, the Market-led mode, the Farmer Collective-led mode, analyzes the factors that will effect transfer outcomes and the probable transfer outcome (transfer income, income distribution and transfer cost) of these three modes. And then this paper selects three pilot areas:Yixing, Shayang and Pi County, because the collective construction land transfer case in Yixing is the Government-led mode, the case in Shayang is the Market-led mode, and the case in Pi County is the Farmer Collective-led mode. Through analyzing three cases, the paper verify the results of theoretical analysis. At the same time, analyzing the possible factors that will effect the outcomes of different modes. Based on these theoretical analysis and case study, finally, the paper provides constructive ideas and policy suggestions in order to improve the system of collective construction land transfer.
