The traditional recruiting system focuses on testing applicants'competences such as knowledge and technique which are superficial, neglecting their inner motive and potential for development, while recruiting system based on competence model can provide efficient support in selecting the most suitable talents. This paper aims to analyze problems and causes in traditional recruiting system, find a method to establish a recruiting system based on competence model for a software development company (A company), and discuss competence model's values and functions in improving recruiting efficiency.First, the paper explains the definition of competence and competence model, makes a brief introduction on the development of competence study at home and abroad and on the theories of establishing competence model and of recruitment. Besides, the paper makes a comparison between traditional recruiting model and competence recruiting model. Second, based on these theories, the paper analyzes the current human resource situation of A company and its problems in recruiting process. Finally, starting from the company's strategy and development orientation, based on its actual situation and requirement, under the direction of relevant theories, the paper establishes some competence model for the company's key posts, and at the same time sets up a recruiting system based on the competence model. Then, summarize the results of the newly established recruiting system implementation to prove its effectiveness and analyze its shortcomings and procedures needed to improve.
