Ningxia Electric Power Company is a oversize power grid enterprises for transmission,distribution and sale the electric power.It demand to recruit graduates from various colleges and universities added to the staff team every year. In the company's previous recruitment, due to the factors of tight schedule,each examiners has the different evaluation criteria, quality of the graduates is not guaranteed.This article is based on the problems in the author's enterprise management practice.It draws the theory of establishing competence model and talent measurement theory,combines with the company's actual,uses the methods of interviews and questionnaire. From this,it establish the competency model for Ningxia Electric Power Company in recruiting college graduates,and offers the workable and practical suggestions for perfecting procedure and improving efficiency.It also provides the suggestions to the applications of all aspects for human resources management in the future.
