The Problems And Countermeasures Of Land Reclamation Program Implementation

Exploitation of mineral resources caused a lot of land damage and serious environmental problems, which brought in more prominent contradiction between people and land. As of the end of 2000, our country has all kinds of reclaimed land area to be 4 million hm2. The annual damaged area increases 46700 hm2. So far, the damaged land which will be restored is about 4.47 million hm2. The land area destroyed by coal mining is about 1.02 million hm2 during 1988-2009, which is 23% of the area to be reclaimed. Land reclamation as an important means of restoring land productivity and improving the ecological environment has been taken more and more attention. The State has started drawing up and reviewing reclamation program since 2007. The first land reclamation program has been implemented for three years, and the major mines have been under the land reclamation work. Thus, the feasibility study on the implementation of land reclamation program is important.In this article, comprehensive literature analysis,comparative analysis and field research method were used.We analyse domestic and international regulations and policies which is related to land reclamation, the main differences among land reclamation and land development and land consolidation. and the main contents and the depth of land reclamation program.We found the problems of land reclamation programs in engineering, management and fund. We also try to offer some corresponding countermeasures.This article includes the followings:1. To analyse the domestic and foreign laws and regulations of land reclamation Preparation of land reclamation program will make the reclamation into the approval of mining permits and mining permits system of annual review.The 81th article made land reclamation program as an important tool of land reclamation management.Land reclamation can not only guide land reclamation, but also gurantee the reclamation funds.Though the land reclamation, Land and Resource Management office can supervise land reclamation work. However, China's reclamation laws and regulations are not perfect, such as the lack of specialized management agency and a sound reclamation standards.So land reclamation research work still needs be strengthened.2.To compare the differences between land reclamation and land consolidation and developmentThere are some differences among land reclamation, land consolidation and land development in the target, the emphasized time point, the investment cycle, the main land user, the investor, the main organizer, the implementation method. However, some similar engineering measures are taken in land reclamation, land consolidation and land development. to realize the intensive use of land, the maximizing economic and social benefits through the comprehensive treatment of the field, water, road and forests.3. Major contents of the project involved in the land reclamation program.There are five major programs in the land reclamation program.They are land formation, irrigation and water conservancy project, field road project, bio-reclamation project and some other projects. Land reclamation programs involves a lot of projects, but the lower level of the project itself makes it is not difficult to implement. As the land reclamation program has a longer service life, space-time dislocation.It makes more difficulties in the implementation of reclamation projects to meet the dynamic reclamation requirement.Land reclamation projects must follow a certain construction sequence: filling cracks as the foundation, paving the road as the pilot, land leveling as main line, the layout of irrigation and drainage facilities and farmland shelterbelts following.4.There are some problems in land reclamation program such as engineering, organizational management and the use of funds.The main problems on the project implementation are the space-time dislocation and the lack of guidance drawings. The main problems of reclamation funds are the lack rules which can guide how to get, manage and use funds. Reclamation organizations are not perfect. The reclamation management, supervision, reward and punishment mechanism are not sound enough.5. To propose some corresponding suggestions of engineering, management and the use of fundsWe should set up land reclamation management institutions under all levels of land management departments in order to specialize in land reclamation,such as land reclamation administration office,accounting department and examination department. There are two measures for land reclamation project. One is the introduction of advanced management system. The other is improving the technical work of reclamation projects. For the funds for land reclamation, centralized management and staging allocation system can be used.
