Study On Land Reclamation Planning Method Of Hilly Regions In South Of Jiangxi Province

Land reclamation aimed at improving land quality, increasing effective arable land and achieving comprehensive and balanced using all over the nationwide of land resource was raised explicitly in the early1980s, which is a long-term and significant strategic task. Land reclamation project is the major form of carrying out land reclamation activity, which characterized by multi-objective, multi-level management and multi-department management. This paper selects six villages in the town of Gan County, Jiangxi as the researching region and attempts to explore the suitable models and techniques for land reclamation in hilly regions in south of Jiangxi and propose some suggestions to improve the planning models and techniques based on existing research results and practical achievements by regarding the sustainability of land reclamation projects as the goal, taking the basic theory and the planning principles as the guideline, and combining the actual situation.This paper firstly introduces the concept, theoretical basis, contents, principles and procedures of land reclamation; expounds the evolution of land reclamation in the Germany, Holland, Belgium and other countries, sums up the experiences; and then sums up the characteristics of land reclamation in southern hilly region compared with the others in China particularity points out the current situation of land reclamation in hilly regions in south of Jiangxi, analyzes the causes of the problem, such as one-sided pursuit of increasing quantity, short of public participation, ignores the ecological consequences and imperfection of environmental assessment index system and so on; on this basis, point out countermeasures based on characteristics and deficiencies in farmland reclamation, like strengthening public participation, perfect the index system of environmental assessment on land reclamation, establishing the hilly region ecological land reclamation pattern and so on.
