The Research On Stakeholders’ S Conflict Interests In The Land Reclamation Project Of Yan Chang Oil

A lot of land resources are occupied or damaged in the Yanchang Oil exploration wells’ s process, which reduced arable land and exacerbated the contradiction between people. There are many obstacles in the land reclamation work. The research of conflicts of interest between the stakeholders can not only ensure reclamation projects’ s success, but also make full use of land, improve land quality, increase arable land, improve the ecological environment, promote agricultural modernization, ease the contradiction between people.This paper depends on the YanChang oil wells and analysis the interest’s conflict between stakeholders in the project of land reclamation process by using game theory. Firstly, study the research abroad of stakeholders and land reclamation, as well as some relevant basic theoretical. Secondly, discuss classification, recognition criteria and processes of stakeholders in the wells land reclamation project, and the YanChang oil, local reclamation and landless peasants are identified to the important stakeholders in the oil wells land reclamation project by SIPOC approach. Thirdly, the game theory is used to analysis interests between the identified stakeholders by game theory. Establish the model between YanChang oil and local government, YanChang oil and landless peasants, local government and landless peasants. Then explore value of trade-offs between stakeholders in the land reclamation Yanchang Oil, with which we can obtain different strategies when all interests reach a balanced portfolio. At last, we propose the precautions in the land reclamation works to provide a theoretical basis for the land reclamation of Yanchang Oil works smoothly.Finally, study the faced obstacles and game results in land reclamation of YanChang oil from an economic point of view by "Prisoner’s Dilemma" theory, then research the obstacle factor and game result in the resolving the land reclamation’s progress by project management approach, and select the appropriate communication methods, establish smooth communication channels to develop effective communication plan, so that the project’s stakeholders will form an organic to manage project, which achieve to balance all stakeholders’ interests as well as maximize the entire project’s interests.
