With the central government to expand into the western region increasing the degree of poverty alleviation and development, combined with the developed coastal cities to inland areas gradient transfer of industries, a large number of secondary and tertiary industries echelon business transfer to the western region. With the foreign investment enterprises settled in the western region, they encountered a number of self-development are common issues, including human resources issues such as foreign investment enterprises in the troubled western region development and growth of the serious problems. However, foreign invested enterprises in the western region of human resources in general is facing the predicament of how to address foreign investment enterprises in the western region the plight of human resources has become an urgent and important issue.In this paper, human resource management theory and psychological theory and statistical theory to literature survey, sampling, questionnaire, interview and statistical methods to study a variety of research methods. Through the combination of these methods, objective and in-depth discovery of human resources management and use of the western face of them, revealing the mechanism of its in-depth for the study of foreign-invested enterprises to explore out of the way to resolve the plight of human resources and improve the human type of business efficient use of available resources stock and academic support.Through research, the paper that with the advance of western development and the industrial transfer process, foreign-invested enterprises to settle down behind the western region, but they come from the developed areas of movement of foreign invested enterprises, the status of position changes, but also faced with human resources changes in the environment. In the western region, foreign investment enterprises are facing human resource development needs of employees high and high staff mobility difficulties exist, which often leads to corporate human resource development stalled, the operating efficiency of business challenges.Article that the reason for this dilemma include the concept of barriers of traditional economic development level, lack of education and training, low pay levels, lack of career planning and career development lag of six intermediaries, and these causes are analyzed. The basis of a clear cause, the paper puts forward some policy recommendations to help foreign invested enterprises in the western region out of the predicament of human resources, such as to establish a system of life-long education, to encourage the flow and migration, to universal remote education, to adopt preferential talent policies, and innovate the government system of talent.
