Measures for the Administration on Foreign Investment in Commercial Sector promulgated by the Ministry of Commerce on April 16, 2004 confirmed the commitment to distributing business during China's entry to WTO. According to Article 22, Foreign-funded retail commercial enterprises and their stores shall be restricted to capital cities of provinces and autonomous regions, municipalities directly under the Central Government, cities specially designated in the state plan and special economic zones prior to December 11, 2004. Geographical restrictions shall be cancelled from the date of implementation of these Measures. The article 22 opened the gateway of circulating business territories for foreign retail enterprises in China.What would be the biggest challenges of business strategic implementation while the foreign retail enterprises are ready for a booming expansion in Chinese market? Neither policy nor capital answers the question. It is the human resource. The biggest constraint for the development of foreign retail enterprises in China is the supply of talents. Combining years of human resource management practices and the theory of strategic human resource management, the author preliminarily discussed and analyzed the two major concerns of human resource management of foreign retail enterprises in current circumstance; firstly, the dispatching of strategic human resource management and the expanding speed of foreign retail enterprises; secondly, the lack of long term and effective recruiting system for meeting the large demands of retail talents.Through SWOT analysis of strategic human resource management in the article, the author achieved the result that foreign-invested retail enterprises need to make a proactive talent-attracting human resource strategy in order to foster the rapid development of its business in China. The proactive human resource strategy can be summarized as "attracting, retaining and developing employees", and "attracting employees" turns out to be an utmost important factor as the starting point of strategic human resource implementation. Establishing effective recruiting system is actually an important strategy of implementing human resource strategy. In this article the author attempted to discusshow to establish and implement effective recruiting strategy, emphasize that human resources an important bottleneck and key momentum of the development of foreign retail business. At the same time the strategic pathway of attracting talents in human resource management of foreign retail enterprises will shed some new light on the human resource management of state retail enterprises in China.
