The differences that are caused by national conditions, economic level, cultural and other aspects have directly lead a negative result that even the introduction of foreign advance scientific management methods cannot achieve a desire effect of human resource management. In order to solve this problem, a lot of foreign companies which including soleproprietorship enterprises and sino-foreign joint venture enterprises take the localization of human resource management which is "Chinese manage Chinese", they give theright of human resource management to Chinese executives or Chinese managers of the joint venture companies. It is easier for managers of human resource department and their staffs to communicate in thoughts, ideas and emotion, and indeed have many advantages in human resource management; however, if companies constantly delegate the power of human resource management to lower levels without the necessary regulatory, it will cause the "imbalance" in the management of foreign companies which will result in various problems and even affect the company’s business development.
