Vietnam carried out its economic reform Doi Moi in the mid-1980s. Market– based economic policies and legal frameworks have contributed to open up the country, trade barriers have been removed and Foreign Direct Investment (FDI) is now a fundamental part of the economy. In this paper, the presence and the development of Foreign– invested Enterprises and how they have influenced the Vietnamese economy are examined. Specifically, FIEs Human resource management effects on domestic enterprises management systems are also discussed. Staffs are central and challenges and obstacles to implementation and development of HRM policies will be discussed. Globalization and the integration of the world economy have amplified the role of recruitment and retention of skilled employees and executive managers in HRM strategy. Expatriates and local make staff of an international enterprise. This paper shows that there is a shortage of skilled talent in the Vietnamese labour force for drive the development of enterprises and country development, especially skilled workers, specialists and leaderships. Meanwhile, the expatriates attraction and management is still insufficient because of cultural barrier, infrastructure systems, and healthcare. However, there would have advantage that Vietnam and FIEs can take for attracting the foreign managers, specialist. This study also analysis the advantage and disadvantage of recruitment and retention of employee in FIEs in Vietnam context, and give some implication for support HR managers in meet these difficulty.
