Independent Innovation Capability Of High-tech Industry In The Western Region Evaluation Study

With the accelerated pace of economic globalization, the world economiccompetition is becoming increasingly fierce, the competition has been the focus of thetraditional factors of production, such as competition to intellectual capital, science andtechnology, information technology and derived from high technology industry transfer.High tech industry has become the economic activities in the world 's most dynamicindustries, also become current world power for the strategic focus. Countries have toadjust industrial development policy and strategy of development of science andtechnology and deeply develop high technology industry, regarding the development ofhigh tech industry as national economy development the commanding point. High techindustry is national economy and strategical forerunner industry, It plays an importantrole in the adjustment of industrial structure and the transformation of economic growthmode. So the industry level of development, not only determines a country 'sinternational competitiveness, and decides international division status in thepolarization of the rich and the poor in the future, but also determines a regionaleconomic status and level of development. In the first round of the western development,western area of high technology industry got rapidder development, but from2010ourcountry high technology industry development area of thing ministry area still existobvious difference. How to enhance the independent innovation capacity of high-techindustry in the development of high technology industry to accelerate the pace, becomea problem that is worth to think.In this paper, after collecting the independent innovation capacity of high-techindustry of the relevant literature, using the theory of industrial economics, industrialinnovation theory and technological innovation theory, analysis the independentinnovation capacity of high-tech industry influence factors and construction of a hightech industry independent innovation ability evaluation index system.Based on this, usethe method of principal component analysis on the influence of western region and theindependent innovation capacity of high-tech industry related data to do the empiricalanalysis. In the discovery of western provinces and high tech industry independentinnovation ability based on the advantages and disadvantages, puts forward relevantpolicy suggestions.The study found that western high technology industry innovation resourcedistribution is uneven, resulting in various provinces and cities of the independent innovation capacity of high-tech industry having significant difference. The wholewestern12provinces and cities can be divided into four gradient. Shanxi, Sichuan andChongqing is western area innovation first gradient; Guizhou second gradient; Guangxi,Gansu, Yunnan, Ningxia three gradient; Xinjiang,Inner Mongolia, Qinghai, Tibet is atthe western end of gradient. In view of the four gradient, this paper puts forward somerelated countermeasures and suggestions.
