Rural land transfer is a major strategic initiative to overcome the negative effects of the current contract land distribution system and improve the household contract management system in rural areas, which are the trends and directions of large-scale modern agriculture, intensive, and industrial development, but also an important starting point for building urban and rural areas. But in recent years, rural land transfer occurred during the change of agricultural land use, especially in the non-food phenomenon of cultivated land has increasingly become the focus of attention. On October 12,2008 The Third Plenary Session of the Party's 17 through "the CPC Central Committee on Promoting rural reform and development of a number of decisions on major issues," pointed out that Land contractual management rights transfer contract may not change the nature of collective land ownership, may not change the land use, and shall not prejudice the rights and interests of the farmers", the decision clearly pointed out that the land transfer may not change the land use. Therefore, the current to explore the land transfer in the agricultural land-use change is an important subject for the construction of urban and rural pilot areas. As the transfer of rural land is still at the exploratory stage, Zhongxian land circulation showing flow management delay, transfer mechanisms are inadequate, service agencies are not perfect, transfer of agricultural land-use change highlights and so on. In this paper, for the grim situation of agricultural land-use change, discussed the number of characteristics, spatial differences, driving Factor. Then explore the basic characteristics and defects of the use control mechanism, and further put forward Improve circulation for use control mechanisms. This study will allow a more standardized land transfers, to provide policy information to curb the flow of agricultural land-use change;the other hand, it can enrich the protection of cultivated land theory, implement the protection of farmland, but also conducive to better explore the urban and rural land transfers path.In this paper, basis on the relevant theory research methods and practical investigations at home and abroad, from the perspective of land use changes in land transfer, combining qualitative and quantitative, empirical research and normative research method, surrounding the land transfer and use of control two aspects, study on the phenomenon of the rural land-use changes in the circulation. The purpose is protect the land transfer toward a favorable direction for the national economy through the use of strict controls. This paper is divided into six parts:Part One is preface, which Describes the background and significance of the article, summaries the results and profile of research in related fields at home and abroad, studies on the contents and methods, data sources and researches notes and definition of rural land, agricultural land transfer and other related concepts.Part Two:Overview of the study area and the status of land transfer. Based on the natural, economic and agricultural land use change in the study area, analysis of the history of land transfers, spatial distribution, focusing on the basic characteristics and problems of land transfer.Part Third analysis of transfer of agricultural land-use change. Using of "RS" and "GIS" technology, combined with a linear regression model, the number of features, spatial characteristics, as well as the response mechanism in the circulation of agricultural land-use changes in Zhong County is analyzed with flow of agricultural land to a certain extent promotes the use of agricultural land"non-agricultural" change and "non-grain" changes, mainly for arable land changed to construction land, cultivated land changed to Garden land, and seed grain land changed to non-food.Part Four: Study on the Driving Forces of the Circulation of Agricultural Land use. Using principal component analysis based on SPSS research the driving force of the circulation of agricultural land use Changes. Research shows that: The circulation market development, compared with the interests and the local government's leading acts are main driving forces for the agricultural land use changes in transfer.Part Five: Study on the use control mechanism of flow of agricultural land. View of the basic characteristics of the current flow of agricultural land use control system and diagnoses the defect. Then propose policy recommendations of improves the flow of agricultural land-use change.Part Six: Conclusions and discussion. Summarizes the findings of this paper, and discussed the deficiencies of paper.
