The Construction Of Evaluation Indicator System Of The Urban Talent Competitiveness

The reasonable and elaborate evaluation indicator system of the urban talent competitiveness is helpful to assess the talent competitiveness in city and find out the main problems exiting in the construction process of talent team, which could promote the development of talents'capacity and promote the comprehensive, coordinated and sustainable development in city.The study makes a review of the domestic and foreign studies through three aspects:the concept and the content, the influencing factors and the evaluation indicator systems of urban talent competitiveness. On this basis, the operational definition and the subjective and the objective evaluation indicator systems of urban talent competitiveness are designed. Around the core dimension, the initial evaluation indicator systems are established through expert consultancy. The objective evaluation indicator system is established after the empirical selection of three steps: correlation analysis, discrimination analysis and weighting valuation by coefficient of variation analysis. The subjective evaluation indicator system is established after the expert consultancy and weighting valuation by expert grading and coefficient of variation analysis. At the same time, we make a case study to test the hypothesis. Shanghai, Beijing, Chongqing, Chengdu, Tianjin, Guangzhou, Hangzhou, Ningbo, Nanjing, Suzhou, Changsha, Wuhan, Xiamen, Shenyang, Jinan, Shenzhen, Ha erbin, Dalian, Qingdao, Nanchang are the sample cities. We assess the urban talent environment competitiveness of 20 cities using the subjective evaluation indicator system, assess the urban talent competitiveness of 20 cities using the objective evaluation indicator system, and make a classification and comprehensive analysis on 20 cities'talent competitiveness.
