China is currently in the medium-term of industrial development, with the accelerated process of urbanization, a large number of rural labor force quickly ran to the cities. At the same time, due to historical reasons, there has been urban-rural dual system and household registration policy, which triggered a series of new social contradictions. The rural labor force changed to be citizen and urban industrialization developed. At the same time, the citizenization of the labor force that comes from outside of the city has not yet been solved. In this study, we base on preliminary visits to research, survey and related Labor Studies at home and abroad to discuss the main content about the process of foreign migrant workers from flow to settle in the city. We analyze the foreign migrant's labor force demand for public service of Hangzhou metropolitan from 303 data. We research on the internal mechanism of labor force flow to settle and the urban development. We think the main difficulties to solve the settlement of foreign rural labor force are:the conflicts between the largeness of the foreign rural labor force and the limitation of public resources; the limitation of small towns to attract the foreign rural labor force. Superficially, this is because of convergence problems caused by industrial metropolis, in fact, the real reasons are the institutional problems and the anomie behavior of local government. On this basis, we proposed ideas, specific ways and public policy on the settlement of foreign rural labor force of Hangzhou metropolitan. To some extent, we provide a thought and a policy research on urbanization of rural labor.
