The Adjusting Strategies Of Agricultural Structure Based On Resources In Enshi Prefecture

The agriculture and rural economy of China have developed into a new stage since 1998.The farm produce gets rid of short-stage,even surplus over the demand on some products seasonally,which put more pressure and challenge on the development of our agricultural economy. It means that we must pay more attention on the variety and quality rather than the quantity of agriculture. During the this process,each region, according to its natural resource and the market demand, deciding own agricultural produce structure scientifically is vital to the development of modern agriculture. Thus the research on the adusting agricultural structure becomes important task to agricultural economist and government.Taking the Enshi Prefecture as the research object, focusing on agricultural structure, this paper has analyzed the historical evolvement,status in quo,the problems and countermeasure of agricultural structure in detail .This research comprises several parts as follow: firstly, basing on the clarity of the natural resource and ecomomic condition of Enshi, analyze the inner section structure of agriculture detailedly according to the time-serial data, including farming, forestry,animal husbandry and fishery,and decide the preponderant section using the Location Quotient of Enshi agriculture; secondly, sum up the main problems of agricultural structure of Enshi basing on the anterior analysis,such as: the agricultural sectional structure is not suited to the natural resource condition, the production is inefficient,then analyze and sum up the causes which leads to those problems: the foodstuff-orientation during long period in our agriculture development, distemperedness in market system, the low condition of farmers' knowledge,lack of science and technology, low systematism in farmers, the low-level industrialization of agriculture etc; finally, bring forward some propose and countermeasures to adjust agricultural structure of Enshi,such as: deciding the agricultural sectional structure scientifically as follow: forestry,animal husbandry(especially herbivore), farming, fishery; the development of farming should reduce the production of land-intensive crops gradually; Focus on the development of Chinese herbs, vegetables and fruits and green feed, corn, potato, which could provide support for the development of animal husbandry ; do a good job in planning the Characteristic agricultural products(Such as konjac, Se-enriched tea, goat, authentic herbs, Characteristic vegetables and fruit); Strengthen the construction of agricultural research,promotion and education; Strengthen the construction of agricultural infrastructure and market system; promote the industrialization operation of agriculture actively to improve the level of the adjustment of agricultural structure. As one of the key poor areas which have been pay much attention to develop in Our country,Enshi is the only one region included in Development of the Western Region Policy of Hubei Province. The enrichment of natural resources and backward and slow development of the economic level constitutes a strong contrast. This paper analyze the evolution of the agricultural development history detailly from the perspective of the agricultural structure, and put forward the corresponding countermeasures and suggestions in accordance with the problems summed up,which could not only provide a reference for the further development of agriculture of Enshi,but also could inspire certain significance for agricultural development of other similar areas.
