One of the main solution to resolving the 3 agricultural issues is how to improve the agricultural organizational efficiency procedures. From the experience of foreign agricultural industries, cooperative economics is the best method. In recent years, the different levels of Wuhan district governmental levels have emphasized on the organizational development of cooperative economy. The main intent is how to integrate agricultural inhabitants into the mainstream economy and well as increase their overall income. There had been active investigation into this organizational system as well as results to show for. Problems also arise from this investigation, i.e. how to implement legal organizations, lack of thesis research and misplacements of knowledge. The scale of these operations are normally small, property rights unclear and internal procedures immature. The problems are representative of the macro implementation of cooperative economy in China, and inhibits the successful and efficient development of cooperative economics.
