However, remaining staff puzzledom are becoming increasingly obvious in the SMEs, with the further development of market economy, it restricts the sustainable and health development of SMEs. Futher more, it will bring different extent harmful effects for government community and enterprise. Therefore, it is very significant making research and solving the problem both in theory and practice. On second thoughts, probe into the correspondly measure between government community and enterprise, and as well dragging mechanism. This paper on the subject carried on detailed investigation analyzing and discusstion surrounding the remaining staff puzzledom of the SMEs in Hebei. This paper focuses on the following points:Firstly, understanding the problem and relate theories. Elaborated and summarized the relate investigation about remaining staff in the SMEs of the domestic and foreign scholars. Definiting the concept feature and effection, combining the characteristic performance and effction about remaining staff puzzledom of Hebei SMEs. Coming to the conclusion that solve the remaining staff puzzledom is imperative under the situation.Secondly, this paper makes a reaserch to analysis the influencing facters of remaining staff puzzledom of the SMEs. We adopt the form of interview and investigation, and made an assay of influencing facters of remaining staff in the SMEs, and come to the conclusion that ten chief factors influcing the remaining staff of SMEs.Thirdly, we raised the model of remaining staff in SMEs of Hebei province. Combing the influencing factors, constructed SCE model about remaining staff, and anatomized internal mechanism of SCE model. We come up with the correspond countermeasure from the eye on the Government Community and enterprise.Finally, draws the conclusion, the research work which does to this artcle and made the progress to carry on the summary, and pointed out that the existence the insufficiency and needed place of further consummate.
