Human capital includes physical capital, intelligence capital and psychological capital, among them psychological capital is much more important than ever before. Psychological capital is an important positive psychological capacity. It can be defined an individual's positive psychological state to face tasks, performance and success. According to Luthans, psychological capital consists of self-efficacy, hopes, optimism and resilience. It has been proved by many foreign scholars that it has positive effects on job performance, job satisfaction and organization commitment. Issue selling is a process that an employee influences his boss by proposed some issues about organization operation, development and so on. Not only can significative issues alleviate the pressure of making directions, which are benefit for the development of organization, but also can realize employees'value.In this paper, psychological capital and issue selling are two important variables. We got data by gathering questionnaires, than analyze the relationships between psychological capital and issue selling. By using the SPSS to analyse the 251 questionnaires, we have these conclusions: First, self-efficacy, hopes and resilience have positive impacts on issue selling. Second, there are significant differences of self-efficacy, hopes and resilience on employees who have sold issues and those who have not. Third, between employees who have sold issues successful and those who have not, the differences among the four dimensions of psychological capital are significant. Fourth, the higher the employee'status in the enterprise is , the higher the possibility of selling issue is. Besides, the higher his status and his educational status are, the higher the possibility of selling issues successfully is.According to the results, we suggest that: Let the employees to experience success in the process of working, thus can improve their psychological capital. Furthermore, superior should encourage his subordinates to sell issues, try his best to build an opening commutative climate, thus can improve their psychological capital. It also can promote issue selling in return.
