Constructing socialist new countryside is a great move to implement scientific outlook on development, a requirement to ensure the smooth progress of our modernization, an important mission to build a moderately prosperous society in all respects, a power to maintain steady and rapid development of the national economy, and an important basis to build a harmonious socialist society. Therefore, only when our countryside becomes a socialist new countryside where we can see the developed production, well-off life, civilized local customs, clean village appearance, and democratic administration, can we build our motherland into a moderately prosperous society in all respects and a modern powerful socialist country to make China's modernization and great rejuvenation a reality. How can we ensure that the construction of socialist new countryside can be pushed steadily forward? In this paper, it proposes the following measures to complete and strengthen the guarantee mechanism in the construction of socialist new countryside.Firstly, it's necessary to consolidate, improve and strengthen policies to support and benefit agriculture, rural areas and farmers, to implement rural tax reform to ease the burden of farmers in rural areas and continue to strengthen the financial policy of derate and subsidy. It is the central government's major measures to reduce and exempt the agricultural tax, cancel the tax on agricultural specialty products except tobaccos, offered farmers direct subsidies for growing grain and increase subsidies to grain producers, which is significant to encourage the farmers to grow grains, protect and improve the capability of food production. The practical policies shouldn't be changed. The benefits offered to farmers shouldn't be reduced, and we should strengthen our support for agricultures. We should involve more areas and take further measures in reducing and exempting the agricultural tax. We should increase subsidies to grain producers. We should truly let the each family benefit from the policy in accordance with the rate of reducing tax. We should enhance our capabilities for scientific and technological innovation in agriculture. We should increase the investment in scientific research in agriculture and establish a pluralistic agricultural scientific research system for a steadily increasing investment mechanism led by the government with many other social entities taking part in.We should better construct our infrastructural facilities, improve the environment for agricultural development and increase the investment in constructing small and medium-sized infrastructural facilities. The so-called"Six Small Infrastructural Facilities Project"-water-conserving irrigation , drinking water , production and use of marsh gas, hydroelectric power generation, rural road building, and grazing land fencing-plays a very important role in improving people's living standard, increasing employment of rural labors and increasing their income. We should increase the investment, construct more infrastructural facilities, involve more areas and improve the quality of construction. We should continue to improve the ecological construction. There should be a comprehensive arrangement over the ecological projects, such as protecting virgin forests, returning farmland to forests or grassland and reserving wetland. We should adjust measures to local conditions, consolidate our achievements and be driven for results. We should strengthen the Party's leadership. We should always place importance on the protection of cultivated land and the improvement of the capability of food production.
