Firm A, as a famous Auto Company in China,like other auto makers, in order to be able to keep the current leading position in the domestic market, not only controlled product quality strictly but also advanced management tool. However, from the perspective of the new model projects, there are still some problems in the current management.Study on the Improvement of Firm A has a very far-reaching significance. First, the upgrading of quality management can enhance their corporate reputation, and improve the public's brand image further, with its unique design and perfect product quality Firm A has been in a leading position in the domestic auto industry, in order to make Firm A In the minds of consumers more deep-rooted, coupled with advanced management innovations is the only way out. Also focusing on management must be able to enhance the economic efficiency of enterprises, to maximize profits. Secondly, Motor vehicle driving safety concept has been known well, management and improving quality.The quality project management of Firm A is based on the product birth process. The new model project is divided into three main stages, program development, series development and before series. By the program development phase the shape and technical programs of new models are defined, five important milestones, project initiation, project premises, product definition, project identification and concept identification, are included in this phase, which lasted 15 months, at this stage the major task is to design the new car. Product development department is the protagonist during this period. The main task of quality assurance department is to set quality planning and goals. The main task of series development stage is to determine vehicle and technology programs. The decision process, including modeling, styling freeze, B recognition, launch recognition four milestones, but lasted 21 months. In addition to product departments, the role of quality assurance department has become increasingly important, not only to participate in trial production work but also to engage in the accreditation of the parts. The third stage of the preparation phase for the series, main works for new models at this stage are trial production and tooling equipment, meantime all the part assembly and parts must be in approval. Series preparation phase ,including the pre-series, test volume, zero-volume, mass production and market launch, these five milestones are more important and equally, it is also a stage which lasted 15 months, quality assurance department is also the protagonist at this stage. Both the Approval of the parts and the final accreditation of vehicle are completed by the quality assurance department. Part recognition includes house parts recognition and purchased parts recognition, whereas the final accreditation of vehicle , which is consist of the appearance and functions of vehicle and road test, must also be completed by quality assurance department.Firm A is currently operating in such a mechanism, there are still some problems, the more prominent are the project schedule control and cost control. At the early stage of the project the schedule of the whole project and the project's investment costs will be planned particularly, decision-making level made the decisions based on the current market demand and consumer spending ideas, but in the course of the project performance, as from the accumulation of various problems, the project schedule and cost control are on the contrary of the initial planning. Taking project A as an example, the actual Start of Production has been delayed for a whole year. So the vehicle's sales price has to be upgrade to a new level, the reason is that, A car prices have far exceeded the original budget, target consumers are no longer those we have defined before. Recalling the previous models, project delaying and cost overrunning have brought Firm A a lot of follow-up questions, such as the vehicle's market share is not high, the high cost of new models led to higher prices and new models competed with the old model of Firm A. These reflected in the profits of the enterprise. Two major problems caused by many reasons, first of all on the level of the entire company, according to the departments of Firm A, such as product development, planning, procurement, production, quality assurance to find out cause of the problem. Based on the focus of this study, the root of the project delaying and cost overrunning is analyzed in detail. During the analysis, the three-phase control principle are used, in accordance with such a detailed analysis of vertical logic, the project's product planning, product design, product pre-production and mass production, to identify where the problems are.In this paper, the improvement of the quality project management of Firm A is been studied, first to develop the program, and then analyze the feasibility. According to the second sections to find the problem, several large-pronged approach are provided to improve quality management, project quality organization programs, the establishment of a comprehensive project quality organization, so that clear responsibilities and rights are defined. Then the project quality objectives program are defined, to make sure well-established enforcement mechanisms to guarantee implementation of the objectives of the work, to carry out regular inspections, so that all the objectives are well made and perfect executed. The third is the project planning scheme of quality, making a good planning is the prerequisite for success of the project. The fourth approach is the implementation of quality control programs, quality methods should play a important role in the project, from the joint venture corporation's experience, FMEA QFD QPN, these types of quality methods in quality work played a crucial role. Through the establishment of organizational structure, establishing a clear head and bringing them to carry out from start to finish are our main tasks. The final step are the optimization of the parts and vehicle recognition programs, recognition is a long complex process, at the same time, it is also the most critical process for a project. Through enhancing self-recognition with the public's rights and the common parts with the B co-sanctioned companies the approval process can be speeded up and the cost can also be dramatically saved. For recognition process for the parts, the main components are the laboratory and the measurements. The countermeasures must be made, to shorten parts laboratory test cycles as much as possible, and to analyze the parts inspecting tools of the quality department, in order to speed up the manufacturing, transportation and even the final check process. For the recognition of vehicle, the road test has always had a greater impact on the project, regardless of the influence that the production made to the road test, just speaking from the perspective of quality assurance, enhancing road extension test is an inevitable trend of the future, otherwise, with regard to processes of road test, it will be a key effect to rebuild a road test department in Firm A. Although the above measures have been proposed, but under the current environment the difficulties of implementation may still exist. The feasibility of organizing and implementing, the feasibility of human resources, hardware quality and support, the feasibility of the money are demonstrated to ensure the reliability. For some measures only aspects of the staff are concerned, the feasibility is much higher, but some jobs are relevant to the leadership level of the resolution, the measures need to be long-term planed and from the details.It can be found through feasibility analysis, in order to guarantee the measures to upgrade quality project management, the safeguards are mainly as below. Improving the quality system, the re-establishment and improvement of the quality management system provides a solid for the quality objectives, the effectiveness of the quality methods and the parts approval process. Process re-optimization, since the road tests are conducted by the two departments, it will be dramatically change when the process of the road test is re-optimized To improve the quality of personnel. in the entire measure, the Most important factor is the personnel. From beginning to end it is needed to organize and coordinate by people. Adequate staff capacity and higher quality of personnel are the measures of implementation to the QPM improvement. Perfect job, in the new project, when the principals are not clearly defined or the jobs he should do are not clear, it will be very difficult to go any further. Through the improvement of job requirements, make sure when there are problems, the relative person will be found. It can be solved the problem most effectively. The creation of incentive mechanisms, constraints must be combined with inspirations, through the inspirations on the good one more people can be motivated. Finally, increasing capital investment. To increase investment sometimes can reduce costs better, through capital investment, improving their equipment and the environment, it can create an excellent working environment and excellent hardware for the employees.
