| Urban infrastructure includes the engineering infrastructure and social infrastructure in general with which cities can survive and develop. It serves for the urban material production sectors , social activities and people's lives by providing public services. In the process of urbanization it plays an irreplaceable role in smoothing various economic activities and other social activities. In the realization of the process of urban modernization, we must pay emphasis on the construction of urban infrastructure. A well-done infrastructure will enhance economy scale, promote economic and social structures reform.There is still "bottleneck" ,that is , constraints of construction capital. Especially At present, we encounter contradictions of the urgency of urban infrastructure construction and lack of construction funds. there are many problems in China's original investment and financing patterns, , that is , there are man-made barriers in the financial capital, industrial capital, construction companies and its associated market.In July 1990,BT project was adopted by the 6957 Act in Republic of Philippines. In 1993, the Philippine Congress amend the decree, issued Decree No. 7718, that is ,"Republic of the Philippines Act No. 6957 which amended certain provisions BOT law." In the amended Act , BT project is defined as "Under the contractual arrangements, proposed by the project sponsors who undertake an infrastructure or development facility and finance the construction, after completion of project construction, The project will soon transferred to government agencies or the relevant government agencies, and the latter should pay the project funds to sponsors ,of course plus an amount of reasonable rate of return. Such an arrangement can be in any infrastructure or development projects used in the construction, including key facilities construction. However, for security or strategic reasons, these projects must be directly operated by Government. " Domestic research on BT is still in an exploratory stage and have not formed a certain theoretical system. BT does have its financing advantage in building infrastructure projects, it is this function that government is likely to adopt it . In addition, BT mode helps to implement a proactive fiscal policy and expansion which help to improve project efficiency and quality.A case study is developed on an engineer construction in Changchun industrial concentration area which BT mode is adopted . The construction is an effective solution to the busy traffic situation in the region, and it also can save time for vehicular traffic entering and leaving the city, help distribute reasonably traffic flows in and out of the city vehicles. In this BT project, Government initiates the project ,and he is responsible for selecting the project sponsors (SZ group )through using open tenders. SZ group as project sponsors is responsible for the investment and construction , who shall directly bear the functions of project financing and construction . project sponsor can distribute other project management responsibilities (including apply for the approval procedures related to the construction, surveying, design and supervision units commissioned and management, etc.) through open tenders to relevant agencies.This study is based on the analysis above, using case study .The conclusions are : 1. Government should accumulate experience and knowledge on BT urban infrastructure financing models ,further legislative norms. 2. Investors as a sponsor should strength the idea of risks 3.Management construction unit in BT mode should ensure the construction process to ensure project quality; control the progress of works, good contract management, at the same time innovation during the construction is important ,and of course , choosing a good design, construction and supervision units, seriously good equipment, materials, ordering work to strengthen the technical and economic management of the project is necessary. 4. Design the whole process of BT project is necessary. |
