With the rapid development of China's economy and the acceleration of urbanization,there are more and more infrastructure projects,to alleviate the huge financial pressure of the government,the combination of PPP model and infrastructure projects has become the norm.Due to their unique attributes,the infrastructure PPP project exhibits unique complexity and adaptability.The research and measurement of the operation mode of the infrastructure PPP project has become a key part of the success of the project.However,due to the large number of PPP operations,the current measurement choices for the operation of infrastructure PPP projects are somewhat one-sided.Therefore,the paper stands at the perspective of the government and comprehensively considers the influencing factors of various parties to make a measurement study on the operation mode of infrastructure PPP projects.First of all,this paper summarizes the concept,characteristics and classification of infrastructure projects and PPP operations,different PPP operation modes are adapted to different attribute infrastructure projects,on this basis,construct a relatively complete infrastructure PPP project operation mode classification system,and detailed analysis is made,to provide rich theoretical support for building a PPP project operation mode measurement system;Secondly,through questionnaire survey,25 indicators of PPP project operation mode are preliminarily determined,and relevant reconciliation methods are used to screen out 5 repetitive indicators.The rough set Horafa attribute reduction algorithm is used to screen out 6 redundant indicators,finally,the optimized metrics system is determined.In order to reflect the impact of different operational methods on different measurement indicators and ensure the accuracy of the infrastructure PPP project measurement system,GA optimization is used to improve SVM,then divide the indicators of different infrastructure PPP project operations,and build a measurement index system that closely fits each operation mode.The combination weighting method combining G1 method and information entropy is used to determine the index weight,and then the extension matter-element is used to measure the correlation between each operation mode and the infrastructure PPP project,qualitative method and quantitative method are combined to make a reasonable scientific measurement of the operation of infrastructure PPP projects,Finally,the feasibility of the measurement system was verified by applying the PPP project of Dongying Port Shugang Railway.This paper creates a more objective and complete infrastructure PPP project operation mode measurement system from the perspective of government,through detailed classification analysis of the operation mode of infrastructure PPP projects,screening and optimization of infrastructure PPP project operation mode measurement indicators,improving the measurement system for the operation mode of infrastructure PPP projects,constructing a measure of the relevance of the indicator model and the correlation measure of the operation of the infrastructure PPP project.achieving "comprehensiveness","objectivity" and "applicability",providing reasonable and feasible suggestions for the measurement and selection of the operation mode of infrastructure PPP projects,and lay a good foundation for the construction and development of infrastructure projects.
