| The financial crisis brought about instability to world economic situation and hit high-tech industries which had great significance on any country and its people. Technological innovation was the core and power of high-tech industries. Only taking a firm grasp at that sword could Jiangsu province's high-tech industries occupy an advantageous position in the more intense competition and move forward. The study of technological innovation capability and efficiency of Jiangsu province's high-tech industries was not only a requirement for Jiangsu province to build an innovation-based province, but also an objective need to address the financial crisis and to achieve sustainable development.Based on the systematic analysis of related research, this paper analyzed main components and influencing factors of technological innovation of high-tech industries. The purpose was to enchance the overall level of technological innovation of Jiangsu province's high-tech industries. With related theory as a guide, using knowledge on statistics, development economics and management, this paper combined normative analysis with empirical analysis and qualitative analysis with quantitative analysis. From time and space these two dimension, using general principle component analysis and data envelopment analysis,this paper evaluated technological innovation capability and efficiency of Jiangsu province's high-tech industries. This paper also selected five high-tech industries of Jiangsu province, analyzed their technological innovation capability and efficiency and explored their problems. At last, based on the trend in the technological innovation of international high-tech industries, strategies and countermeasures had been put forward.The result showed that the technological innovation capability of Jiangsu province's high-tech industries was high but due to input redundancy,its efficiency was low; having strong technological innovation capability and high technological innovation efficiency, computer and office equipment manufacturing industry and aerospace manufacturing industry should be leading high-tech industries of Jiangsu province. Enhancing technological innovation of Jiangsu province's high-tech industries faced these problems: how to optimize the input-output structure of innovative resources;how to broaden the financing channels for Jiangsu province's high-tech industries; how to strengthen independent innovation and reduce dependence on foreign technology. This paper proposed enhancing strategies: strengthening independent technological innovation and improving intellectual property; integrating internationalization, diverfication and information; production, study and research in close coordination; strengthening high-tech enterprises' dominant position in technological innovation. The specific countermeasures also had been put forward: allocating innovation resources rationally and adjusting its input structure; protecting intellectual property rights and supporting independent innovation; expanding financing channels and improving risk investment for technological innovation. |
