Henan Province has become an emerging industrial province after the development in recent years, and the economic aggregate has been ranking top. All indicators of total economic output of high-tech industry in Henan province come in the second place among the six central provinces. But in recent years, the traditional industries’ contribution to economic growth in Henan Province is a sharp decline while new competitive industries are not yet on a large scale. The disadvantages of traditional way of economic growth have become more apparent concentration of economic structural contradictions. Looking at the economic development of home and abroad, we can find the development of high-tech industry can improve technological transformation and upgrading of industrial structure of traditional industries and basic industries, and then change the way of economic growth, finally achieve good and rapid economic development. Therefore, scientific and objective evaluation of technological innovation capability of high-tech industry in Henan Province has important theoretical and practical significance.This paper was based on technological innovation theory and industrial clustering theory, we build a theoretical framework of high-tech industrial technological innovation, then we analyzed high-tech industry technology innovation status quo in Henan Province from the four aspects including input support, diffusion, and output through this framework. And then under the guidance of the theory and previous research results, we constructed an index system of technological innovation capability of high-tech industry in Henan province consisting of14indicators involving in input, support, diffusion, and output. Next we adopted the Principal Component Analysis of Time Series to have an empirical evaluation and analysis of the investment in technological innovation ability, the ability to support, the diffusion capacity and output capacity of every sector in high-tech industrial from2009to2011in Henan province, and we had a full range of comparative analysis from the lateral dimensions and vertical time dimension of different sectors. The results showed that pharmaceutical manufacturing owned the strongest technological innovation capability, while computer and office equipment industry ranked the last, the other three sectors lined in the middle. The empirical results also showed that there exist three key problems in the development of high-tech industry in Henan Province. Firstly, technological innovation investment of resources is insufficient to support the needs of the technological innovation. Secondly, technological innovation capability is unstable, and there is sharp fluctuation in some industries. Lastly, each industry of high-tech industries of Henan province faces their own problem. The absorption and conversion capability of pharmaceutical manufacturing industry and the investment capability, the support capability and the output capability of the other four industries are their respective shortage. Finally, we analyze the causes of these problems.Finally, based on the result and findings of the empirical evaluation above, this paper put forward some corresponding countermeasures and suggestions from the perspective of government and high-tech enterprises in a targeted way.
