In the background of Invigorating Country through Science technology and the shortage of resources, the importance of the software is growing as a green IT industry. However, the project manager can not shirk its responsibility for the failure of project development. So it is urgent to research if there are better ways to evaluate the performance of the project manager so as to promote development of the industry.Firstly, on the basis of PMBOK2008 and related literature, with the combination of the practice of project management and software engineering, also discussion with the experts of the Zte Corp and DCMS, we set up an index system which is scientific to evaluate the performance of the PM, through the system we can calculate the score via the weight of the indexs by using AHP analysis.Secondly, according to the system, provided a performance evaluatation model on the basis of fuzzy comprehensive evaluation. Considering using the normalization method on quantifiable indexes, some data can not be dealed with or droped rapidly. So we expand the function scope and make some modification of the descend trend to resolve these problems.Finally, conducted empirical research on a software company's software project manager by using the software project manager performance evaluation model. The results reflect the strengths and weaknesses of the project manager from the overall,as well as from the individual indicators, and proves the scientific and practical of the model.
