Research On Definition Of Our Resource-based Cities And Their Development Feature

Scholars study less on the define indicators of resource-based cities, their development path and feature. Proposing reasonable defined values of the resource-based cities, is important to scientific define these cities, guide the economic development and formulate reasonable regional planning and national strategic planning. Studying the structural Change, running track and characteristics and laws of resource-based cities, give other resource-based cities a hand in their development, avoiding the constraints factors, regulating the economic and social development. This paper mainly studies the China resource-based cities on the following aspects.(1) Under the guidance of Urban Function Classification Thought, collected statistical data of resource indicators on China's prefecture-level resource-based cites, through clustering and distribution analysis, brought up the theoretical basis for China's resource-based cites definition. On this basis, combined with existing research, by combining quantitative and qualitative principles, put forward the definite standards of resource-based cities and their list.(2) On the three industrials and employment structure of China's 45 resource-based cities, using rate of change in industrial structure, industrial structure deviation degree and shift - share methods analyses industrial structure changes in these cities in 10 years (1998-2007). From the view of change in industrial structure, the change rate of these cities is faster than national level; form the view of structure deviation, the industrial structure of them are more reasonable; form the view of Shift-Share Method, the poor competitiveness of this region restricted these cities economic development. All of this indicates that the industrial structures of resource-based cities are better than the national average, the industrial effect is the main cause of economic growth, but in these cities traditional industries have a large proportion in their secondary industry, thus the regional competitiveness is not strong. This restricted these cities economic development.(3) Using factor analysis of the 15 factors, GDP, total profits and taxes, fixed assets investment, water supply, and so on, of 45 resource-based cities in China, this paper proposes two main factors that influence the development of these cities, and then describes the dynamic development paths of them. The result indicates that the resource-based cities lack accumulation and foreign investment in their development progress, investment is the most main factor which influences their development; and that different types cities have greatly difference in their development, their development level from good to bad are in the order of petroleum, metal, coal and forestry cities.(4)Above the research, this paper summarizes the number and spatial distribution laws, industrial structure change laws and development laws of these cities.This paper conducted in-depth systematic study on the values of defining our resource-based cities. Experts, who accredited the Definition of Mining Cities and Capacity of Sustainable Development Research, agreed to the define standards. And firstly, applied Shift - Share Method to research on resources-based cities in China, researches have important realistic meaning to promote long-term development of these cities.
