Research On Industrial Transformation Of Resource Exhausted Cities

Because of the inherent advantage of natural resources and the encouragement of national industrial policy,resource-based cities have gradually formed a resource intensive and pollution intensive industrial structure.After entering the 21 st century,China is facing a shortage of resources and serious environmental pollution problems resulted from the long time extensive development.Due to the non-renewable nature of resource-based cities,according to the current situation of resource-based cities in China and the problems encountered in the process of industrial transformation and development,the path of effective green industry transformation is established.It is of great theoretical and practical significance to study the industrial transformation to sustainable development in resource-based cities.This paper follows the basic theory of the current situation analysis,empirical research and policy suggestion,and makes use of the basic theory of industrial structure adjustment theory,green economy development theory and urban sustainable development theory as well as deviation-share analysis method and factor analysis method.First of all,the status quo of the industrial structure of resource-depleted cities in Shandong Province is analyzed,and then the green development factor,industrial development potential factor and industrial contribution factor and other factors are used to select the resources for the city of Shandong Province.Based on these above,the countermeasures to promote the transformation of urban green industry without resource depletion are reached.The main research contents are as follows:(1)Based on the panel data from 2005 to 2015,this paper analyzes the dynamic relationship and the deviation relationship between the industrial structure and the economic growth of the four cities with no resources in Shandong Province by using the deviation-share analysis method and the industrial deviation analysis method.It leads to the conclusion that the economic growth of Shandong Province contributed to the economic growth of the four cities that have not exhausted from more to less in the following order: Dongying,Jining,Tai'an,Laiwu.In Jining City and Tai'an City,the economic growth of their tertiary industry have a greater role in promoting the cities' overall economic growth,In Dongying City,the main economic growth depends on the secondary industry.The secondary industry and tertiary industry jointly promoted the economic growth of Laiwu City.(2)The choice of the appropriate alternative leading industry.Based on the principle of clear selection,this paper chooses the correct selection system of resource-based cities from the aspects of green development,economic benefit,employment contribution,industrial development potential,industry relevance,asset size and so on.The factor analysis method is also used to analyze the leading industry selection problem of resource-depleted cities in Shandong Province.Thus,similar industries are avoided while the focus on green development and the reliance on the original resources industry conditions are maintained then The choice of the leading industry of the cities that have not been exhausted,Dongying,Tai'an,Laiwu should be coal mining and washing equipment,communications equipment,computers and other electronic equipment manufacturing,general equipment manufacturing and electrical machinery and equipment manufacturing.(3)A Study on the Suggestions on Green Development of Urban Non-exhausted Cities.Resource-depleted cities must have the overall planning,make decisions in accordance with local conditions,pursue the optimal efficiency,be scientific and reasonable,perform systematic cooperation of the five aspects of the principle of regulation,for different types of resources of the city should take ecological,co-ordination,flexibility,alternative,different control mode,and improve the policy guarantee system.In the process of industrial transformation,we should strengthen the green development of the policy system,promote the adjustment of resource-based city from traditional high pollution,high energy consumption of industrial structure into the green industrial structure,and also promote green consumption and management concepts,strive to create good atmosphere,and promote cites where the resource is not exhausted into green development process.
